Assistant Vice Chancellor/Controller

The Assistant Vice Chancellor/Controller is the chief accounting and reporting officer and assumes overall responsibility for the university's controllership functions. The position provides management and oversight for the operations, activities, and programs of the campus Accounting & Fiscal Services organization, which includes the functions of General Accounting, Controls and Financial Risk, Accounts Payable, Travel and Disbursements, Tax Compliance and Reporting, Payroll, Student Financial Services, Contract & Grant Accounting, and the Financial Management Support. Accounting & Fiscal Services is responsible to formulate campus financial policies and procedures, monitor compliance, and monitor campus revenues and expenditures totaling in excess of $2.4 billion annually. In addition, the position provides leadership to relevant IT system replacements, including the UC-wide implementation of a new Payroll/Human Resources system and the new Student Information System.

The Assistant Vice Chancellor also serves as the UCI Controller. In that capacity, the Assistant Vice Chancellor is responsible for the development and implementation of a campus wide system of internal controls, ensuring accountability is maintained for the financial resources of UCI and has the authority to direct campus financial managers to implement university and campus financial policies and procedures.

Organizationally this position reports to the Associate Vice Chancellor, and, as Controller, has a dotted line relationship to the Vice President of Financial Management at the UC Office of the President. The Assistant Vice Chancellor/Controller works independently to establish strategies, controls, processes, policies, and procedures and consults with the Associate Vice Chancellor, Vice Chancellor, UC Controller and other campus or UC leadership as appropriate.

Accounting & Fiscal Services has a $8.3M annual budget and includes approximately 65 career staff, contract staff, and students.


  • Bachelor's degree and 15 years' experience, inclusive of 5 years management experience, or an equivalent of education and experience.
  • Proven Skills in superior leadership, managerial, organizational, and interpersonal skills, judgment, and integrity to work effectively across the UCI campus and UC system with all levels of executive management, faculty, and staff, with Officers of The Regents, and with other higher education colleagues on complex financial and business issues.
  • Demonstrated ability to develop and implement innovative approaches, techniques and programs which provide more efficient services.
  • Demonstrated experience and a track record of success in establishing strategic plans and goals for a large and complex financial services organization, and in leading and motivating large numbers of professional staff to accomplish organizational goals.
  • Demonstrated leadership and visionary skills in planning, organizing, coordinating, directing, controlling, evaluating, and delivering cost-effective, efficient, and integrated administrative and financial services in a complex, decentralized organization.
  • Extensive and comprehensive work experience in accounting and financial management at a similar level of complexity and responsibility in a complex, decentralized public organization.
  • Demonstrated working knowledge of GASB, FASB, generally accepted accounting principles, accounting theory and practices, fund accounting, and internal control principles and their application, and demonstrated skills in applying controls in similar environments.
  • Demonstrated working knowledge of federal costing principles, regulations, administrative and audit requirements for colleges and universities as well as federal agency and university interpretations of those regulations.
  • Demonstrated skill and creativity in developing and monitoring budgets and identifying alternative funding resources.
  • Demonstrated experience in developing and monitoring service standards and performance metrics to ensure a high level of customer and employee satisfaction.
  • Sustained commitment to customer service. Excellent customer service skills to interact effectively with a diverse customer base. Ability to instill customer service ethic in staff.
  • Demonstrated in-depth knowledge of contemporary management theories and practices and their application in a diverse environment.
  • Demonstrated skill in applying human resource principles and practices and in selecting, supervising, motivating, developing, evaluating, and rewarding a diverse staff in a multifunctional unit.
  • Demonstrated competence in selecting, implementing and managing complex automated financial systems, including those involving electronic commerce.
  • Demonstrated knowledge of the regulatory, banking, and financial environments in which institutions of higher education operate.
  • Excellent written communication skills to prepare clear and concise correspondence and reports at a level appropriate for the intended audience. Excellent oral communication skills to communicate with various levels of university personnel.
  • Demonstrated interpersonal skills, political acumen, and ability to successfully establish and maintain cooperative and collaborative working relationships in a team-oriented environment within and across organizational units at all organizational levels, with the Office of the President management personnel, with Officers of The Regents, and with other campuses.
  • Excellent negotiation skills, including the ability to resolve conflict among various groups and individuals with diverse backgrounds and goals.
  • Demonstrated proven capability to convene, lead, and coordinate committees or ad hoc work groups to successfully deliver projects, solutions, and processes.
  • Demonstrated proven capability and skill for problem-solving; ability to identify objectives and use a high level of original thinking, creativity, and judgment to resolve issues.
  • Strong computer skills with proficiency in desktop office solutions, database applications, financial applications, email, and internet solutions
