Position Information

Oversees through subordinate managers one or more large, complex departments or business units with multiple functional disciplines/occupations, OR manages a program, regardless of size, that has critical impact upon the organization as a whole, such as most or all of a campus, medical center, UCOP or the UC System. Has significant responsibility for formulating and administering policies and programs, manages significant human, financial, and physical resources, and functions with a very high degree of autonomy. Oversees through subordinate managers the accountability and stewardship of department resources and the development of systems and procedures to protect organizational assets. Responsible for campus planning, design and construction services, usually in support of the implementation of capital projects. Leader in relations with other organizational units at high level. Determines and/or recommends staffing assignments for all planning, design and construction related services in support of campus land use planning and buildings/projects under design or construction. Provides administrative oversight for teams of planners, project managers, and building code official with emphasis on daily operations, functions, and ensuring that project progress and completion meets approved cost, schedule and program expectations. Determines development needs of all unit staff.

Responsible for the planning, design, construction, inspection/code, space utilization, contract and fiscal management and land use and capital programs for the UCR campus. Provides leadership on matters related to planning, design and construction, and on the design/build delivery of projects. Partners with campus management to lead the strategic and long range planning for development of future campus projects. Prepares and presents documentation for planning and design approval to Campus committees, design review boards, community groups, the Chancellor and Executive Staff, Office of the President Staff, the Board of Regents and the Legislature, as requested.



Minimum Requirements

Advanced financial, budgeting and cost management skills, including interacting with and synthesizing widely divergent viewpoints and interests.
Strong team orientation and collaborative style; position requires an inclusive approach to engaging stakeholders across the campus in ways that lead to good business decisions and buy-in.
Advanced knowledge of and experience in planning, design, construction, environmental issues, legal issues, federal, state and local laws, regulations and practices governing planning, building design and construction, state and federal legislative processes.
Advanced written, verbal and interpersonal communication skills, including skill to work effectively with multiple constituencies to advance organizational objectives.
Advanced organizational skills including skill in consistently and effectively meeting budget and time deadlines.
Advanced skills to lead, direct and manage personnel including selection, training, evaluating and as required taking corrective action.
Demonstrated ability to conduct complex analyses to provide essential information necessary for operational decision making. Demonstrated skill in developing, implementing, and evaluating performance metrics for projects ranging in size, complexity, innovation, and comprehensiveness.
Demonstrated ability to manage a broad scope of projects, to coordinate the activities of various groups of planning and design professionals, and to interface with a wide range of people both within and outside the University system.
Demonstrated ability to organize, set priorities, maintain tight schedules, and monitor project budgets.
Proven ability to communicate effectively through verbal, written and graphic means.
Ability to implement University policy and procedures related to planning and capital development.



Preferred Qualifications

Strong facilities operation knowledge, engineering and architectural systems, codes, standards and regulations preferably in a university or research laboratory environment.

Advanced knowledge of the organization, including its vision, mission, goals, achievements, infrastructure and short and long range strategic capital projects plans.

Strong professional planning and land use development knowledge, preferably in a university of research laboratory environment.
