The Chief Information Systems Officer (CISO) provides vision and leadership in the development and implementation of Glendale Community College's information technology and telecommunications systems to meet and uphold the District's mission and program needs. To achieve effective, efficient, and cost beneficial IT operations, the CISO collaborates with the campus community and directs the planning and implementation of information technology systems to support instructional, student services, and administrative operations.

General supervision is received by the Executive Vice President of Administrative Services with dotted line reporting to the Vice President of Instructional Services and Vice President of Student Services.

Supervision is exercised over management and staff within the Information Technology department, including networking and support services, information systems, database administration, and computer labs.

Directs the operations of the District's Information Technology Services, including networking and support services, information systems, database administration, and computer labs.

Develops, updates, and implements the IT Master Plan, evaluating existing hardware, software, systems, services, and user needs to anticipate and respond to the District's short term and long term information technology needs.

Ensures all information systems and networks operate according to internal standards, external accrediting agency standards, regulatory agencies, and legal requirements.

Coordinates the District's effort to assure the integrity, reliability, and security of information systems, standards, policies, and data, including backup procedures and business continuity and disaster recovery plans.

Manages the acquisition, installation, and maintenance of information technology infrastructure throughout the District to provide dependable service to students, faculty, staff, and management.

Collaborates with Business Services to develop purchase and lease agreements and requests for proposals for hardware, software, maintenance, and consultant services, providing input based on IT expertise and an assessment of District needs. Evaluates proposals and recommends project awards.

Oversees the development, implementation, and maintenance of a comprehensive user training program for new and existing users of all IT systems.

Oversees the development, maintenance, implementation, and communication of user and systems policies, procedures, and documentation for all District IT operations to ensure proper user operations; the protection of TI assets; and integrity, security, and privacy of data entrusted to and/or maintained by the District.

Communicates ITS plans, policies, and technology trends to District management, faculty, and staff, and assures responsiveness of IT services to departmental needs.

Manages the development, administration, and monitoring of the department's annual budget. Directs the forecasting of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and makes adjustments as necessary.

Ensures Management Information Systems (MIS) records and reports mandated by external oversight agencies are prepared and transmitted accurately, appropriately, and on a timely basis.

Manages the staff of the District's Information Technology Services department, including supervising, training, evaluating, and providing leadership.

Performs other duties as assigned.

Knowledge of:
Design, management, and operation of IT systems in a higher education environment, including requirements analysis, feasibility studies, software design, programming, testing, implementation, and evaluation.

Computer applications, operating systems, hardware, peripherals, and telecommunications systems as used in a higher education environment.

Systems security and interoperability standards.

Best practices for backup procedures and disaster recovery plans.

Complex network infrastructure including the software, hardware, and services necessary to design, implement, and operate local and wide area networks.

Relational database concepts, design techniques, and tools.

Advanced troubleshooting techniques to isolate, identify, and resolve problems with computer systems, hardware, and software.

Organizational and management practices as applied to the analysis, evaluation, and planning, of projects, programs, policies, procedures, and operational needs.

California community college organization, objectives, programs, services, governance, and accreditation standards.

Federal, state, and local laws and regulations impacting information technology functions, including reporting and data security requirements (e.g., MIS, FERPA, California Education Code, etc.).
Principles, practices, and methods of budget preparation and management.

Principles and practices of administration, supervision, and training.

Techniques for providing a high level of customer service.

Ability to:
Develop and implement goals, objectives, policies, procedures, work standards, and internal controls for IT systems and services throughout the District.

Organize and prioritize a variety of projects and tasks with multiple stakeholders to produce quality results within thigh timeframes.

Analyze and evaluate user needs and system performance to develop effective hardware, software, and network solutions.

Stay abreast of advances in technology and their impact on IT services in an educational environment.

Develop and administer large and complex budgets; allocate limited resources in a cost effective manner.

Interpret, apply, explain, and ensure compliance with federal, state, and district laws, regulations, policies, and procedures.

Communicate effective verbally and in writing, translating technical information to non-technical audiences as necessary.

Prepare clear and concise reports, correspondence, policies, procedures, and other written materials.

Plan, organize, coordinate, and direct the work of management, supervisory, professional, and technical personnel.

Manage, lead, motivate, train, and evaluate personnel.

Establish and maintain effective working relationships with faculty, staff, management, students, vendors, and others contacted in the course of work.

Demonstrate a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff.

Minimum Requirements
Master's degree in Information Technology, Computer Science, Business Administration, Public Administration, or a related field and four years of experience with increasing responsibilities in the management and support of higher education information systems and technology, including at least two years of supervisory experience.


Bachelor's degree in Information Technology, Computer Science, Business Administration, Public Administration, or a related field and six years of experience with increasing responsibilities in the management and support of higher education information systems and technology, including at least two years of supervisory experience.



Starting salary is from $112,128.00 to $143,136.00 annually depending upon education and experience. Fringe benefits, which are subject to change pursuant to negotiations under Section 3500 of the California Government Code, are presently provided and include family and domestic partner medical and dental, two-party vision plan, and employee life insurance.
