Job Description:

1) Analyzes operating, capital, special projects, and other budgets to insure accurate representation in budget planning and in College financial documents.

2) Performs financial and business analyses using ratios, benchmarking, and other analytic tools and methods to identify trends and financial management needs.

3) Prepares financial forecasts for various revenue and expense categories using cost modeling and simulation methods.

4) As necessary, drafts decision memos that include thorough analyses, plausible options, and a recommendation with a rationale for the recommendation.

5) Creates, maintains, and adjusts financial models that inform decision-making.

6) Tracks and analyzes actual revenues and expenditures compared to estimates. Prepares variance analyses to report the differences in budget / actual and its impact on College operations.

7) Analyzes business-related initiatives and participates in creating cost-sharing models with partners.

8) Assists in the design and maintenance of communications and training to inform cost center managers and others about budget and financial work important to the College community.

9) Compiles and summarizes data from often large datasets and prepares reports required by campus managers for academic and budgetary planning.

10) Tracks key data against performance targets and benchmarks set.

11) Works closely with accounting and treasury functions to facilitate proper accounting and reporting.

12) Works with Human Resources and other internal departments to track open and filled positions and budgets to project personnel costs.

13) Works closely with the College's Office of Institutional Effectiveness and other departments that manage non-financial and financial data of college to understand how this information impacts the financial and operational performance of the College.

14) Works with external agencies at regional and state level and partners to seek and/or provide information to inform budget development and decisions.

15) Participates in crafting innovative approaches to fiscal issues, processes and practices required to address changes in the environment, technology and administration.

16) Proposes policy recommendations based on data and/or financial analyses for internal College consideration.

17) Builds relationships and works with cost center managers to insure proper budget development and monitor and provides them assistance on financial matters including resolving budgetary problems and understanding or applying budget policies.

18) Participates in training classes developed and offered by the Budget Office.

19) Analyzes state and federal policy and statutory changes for either proposing edits for consideration and/or analyzing operational/financial impact.

20) Prepares detailed budget charts, tables, and spreadsheets, as needed, in support of a variety of budgetary analyses and special projects.

21) Effectively and succinctly communicates both orally and in writing on often complex budgetary and financial issues to audiences with varying degrees of financial/budgetary competency for both internal and external audiences.

22) Works assigned schedule, exhibits regular and predictable attendance, shows initiative, and is self-directed on work tasks. Performs other related duties as required.

23) Performs duties and responsibilities in a timely and complete manner with minimal supervision.

While performing duties of this job, the employee regularly exhibits digital dexterity when entering data into computer. The employee frequently sits for extended periods of time, and occasionally stands and walks. Employee converses verbally with others in person and by telephone. Vision demands include close, relatively detailed vision when focusing on a computer screen. Employee occasionally lifts up to 10 pounds.

Knowledge, Skills and Abilities: Knowledge of: policy development and implementation; generally accepted accounting principles; fund accounting; financial and managerial accounting; retail accounting and operations; analysis of financial statements and operational benchmarks; administration of grants; general ledger management; accounts payable and receivable administration; computer software, programs and applications. Skill in: verbal and written communications; planning; scheduling and organizing work; preparing financial reports; working with detailed data; financial analysis, modeling and forecasting; operating general office equipment; application of job software including word processing and spreadsheets. Strong technical skills that allow analysis and presentation of financial data using advanced spreadsheet and database tools. Ability to: apply management principles to practical work situations; apply accounting principles; develop and maintain effective working relationships with associates, job contacts and general public; answer general and technical accounting and budgeting questions; research and analyze financial issues; perform detailed work with numerical data; maintain accurate and complete work records; maintain confidential and sensitive information; and ability to work under pressure with stringent deadlines.

Minimum Qualifications:

Bachelor's Degree in Accounting, Finance or closely related field with at least three years progressively responsible financial analyst and or accounting experience. State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s).

Preferred Qualifications: Master's of Business Administration or related degree
