Position Information

Under the general supervision of the Financial and Administrative Officer, the Contract & Grant Analyst provides financial management support to the faculty, staff and students within a fast pace, complex teaching and research department of 100+ employees and an annual expenditure budget in excess of $7.5 million. Develops and prepares complex budgetary analysis reports by retrieving, organizing and validating data using campus financial systems. Provides comprehensive monthly/quarterly financial reports to the faculty and agency-specific reports as required. Reviews and reconciles of campus financial transaction detailed (FTD ledger) reports to actual expenditure documentation on a monthly basis using the campus ledger reconciliation storage system (LRSS) ensuring accuracy and compliance with all agency and university policies and requirements. Prepares and processes budget and expense transfers as needed while adhering to agency and university policies. Interprets and implements procedures in documenting and determining allowable costs ensuring compliance to OMB A-21. Serves as a primary Contract and Grant liaison between the department and UCR's Offices of Research and Extramural Accounting. Supports the faculty and FAO with Contract and Grant administration, budgeting and expenditure forecast. Maintains fiscal integrity for all extramural/intramural funds and accounts ensuring they are in an auditable/reportable condition. Serve as the Payroll and Personnel coordinator for all academic, staff and student personnel actions. Serves as liaison to International Scholar Center (ISC) for appointments involving international personnel. Processes visa request as needed.



Minimum Requirements

Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
Demonstrated ability to access and retrieve data from information systems using PC-based tools; organize and process data for analytical studies; and summarize data into a clear, comprehensive format for presentation to diverse clientele. Ability to evaluate multiple complex budgets, and to analyze those findings to make recommendations.
Ability to perform complex financial analysis and customized reporting.
Excellent oral and interpersonal communication skills, with the ability to effectively and professionally communicate with internal campus and external audiences. Ability to interact professionally with diverse groups at UCR and externally, both orally and in writing to present ideas and identify needs.
Maintains current knowledge of compliance regulations in all areas of research administration.
Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Ability to work in a fast-paced environment with multiple deadlines and to work independently as well as cooperatively in a team situation. Knowledge and experience working with On-line financial systems.
Ability to manage significant volume of transactions.
Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Strong writing skills in a variety of styles to draft persuasive text for a variety of audience while ensuring adherence funding sponsor's guidelines,
Demonstrated knowledge of effective grant funding processes, procedures and techniques.



Preferred Qualifications

Knowledge of federal employment and labor regulations including EEO and immigration and naturalization service regulations.
