Position Summary:
The Program Manager has primary responsibility for ensuring the success of the USU STARS! GEAR UP 4 project.

USU STARS! GEAR UP is a federally funded program designed to help students prepare for and succeed in college. Students from a number of schools will be followed in this program until they complete their first year of college. Schools and community partners have teamed up to provide services to students, parents, and educators that will ensure a bright educational future for the next generation.
This position is contingent upon funding.

The primary duty is to be responsible for the overall management of the project; leading the management team, working with all the partners, and serving as the liaison to the U.S. Department of Education's GEAR UP Office. Other duties may include the following:

  • The Program Manager has primary responsibility for ensuring the success of the USU STARS! GEAR UP 4 project. These responsibilities include: meeting goals and objectives identified in the proposal; establishing and meeting obligations as identified in sub-contracts with schools and business partners.
  • Hiring, terminating, training and developing, reviewing performance and administering corrective action for staff. Planning organizational structure and job content. Conducting annual performance appraisals for direct reports; review/approve annual performance appraisals conducted by first line supervisors.
  • Managing grant fiscal and personnel resources effectively and responsibly in accordance with applicable university, state, and federal policies.
  • Maintains a strong and productive working relationship with staff, faculty, administration, and sponsor.
  • Commits to integrity; performs duties with diligence in accordance with professional standards and enforces University policies and procedures; uses relevant information and individual judgment to determine whether events or processes comply with laws, regulations, or standards
  • The Program Manager will be expected to travel frequently between the USU Logan Campus and the partner schools located within Granite School District.

School of Teacher Education and Leadership
The School of Teacher Education and Leadership offers graduate programs including an MEd in instructional leadership, an administrative/supervisory concentration, an MS, MEd, and EdS in curriculum and instruction and a PhD in curriculum and instruction with doctoral concentrations in instructional leadership, literacy education and leadership, mathematics education and leadership, cultural studies, and science education. We offer undergraduate programs for early childhood education (K-3), elementary education, and the professional education framework leading to secondary education licensure in other teaching majors. We also offer endorsement programs in early childhood education, reading education, gifted and talented education, and ESL education. This position is specifically oriented within the PhD and MEd programs in Instructional Leadership and the Administrative/Supervisory Concentration.

As part of a land grant institution, we deliver our programs to students on campuses across the state of Utah through interactive broadcast and online delivery. We value our partnerships with local, state, national, and international leaders and welcome the many ongoing opportunities we have to collaborate toward common goals. Logan is a community of more than 100,000 people located in Cache Valley in the mountains of northern Utah, 80 miles north of Salt Lake City. It is at the mouth of Logan Canyon, a scenic gateway to a wide variety of recreational opportunities. There are Forest Service campgrounds and extensive fishing, biking, and hiking opportunities within a few miles of campus. Bear Lake (a large, multiuse recreational lake on the Utah/Idaho border) is just 40 miles away through Logan Canyon. Skiing is available within a few miles of campus. The local schools have a reputation of being strong academically and are well situated throughout the valley. Housing costs are moderate. Logan boasts a large regional hospital and excellent medical and dental care services.

Minimum Qualifications:

  • A. in Education or related field
  • Experience working with and understanding the needs of the target population.

Preferred Qualifications:

  • Teaching and administrative experience along P-20 education spectrum
  • Five years of experience in program administration with educational or community service programming
  • Experience with partnership projects and/or GEAR UP
  • Experience with college development of middle and high school students
  • Experience with mentoring, counseling and tutoring programs
  • Possess skills and aptitude as specified below:
    • Demonstrated ability to write and speak clearly to various stakeholders
    • Experience supervising work of others, including planning, assigning, scheduling and reviewing work, ensuring quality standards. Is responsible for hiring, terminating, training and developing, reviewing performance and administering corrective action for staff. Plans organizational structure and job content.
    • Ability to set own goals and determines how to accomplish results with few or no guidelines to follow, although precedents may exist; supervisor/manager provides broad guidance and overall direction.
    • Ability to develop important strategies, operational and business decisions that affect the department.
    • Ability to problem solve issues that are varied, requiring analysis or interpretation of the situation. Problems are solved using knowledge and skills, and general precedents and practices.
    • Proven proficiency in Microsoft Word and Excel
