Job Description:

1) Manages multiple concurrent college projects from initiation to project closure, ensuring that project scope, budget and customer expectations are met.

2) Assist with the review of project requests from the campus community and assists in building business case that can be used to determine project alignment with college strategic plan and priorities.

3) Identifies required project resources in consultation with project sponsor, business lead and technical lead to ensure that adequate level of effort to effectively plan and execute the sponsor has been estimated.

4) Participates in various project governance teams to assist in annual planning process and project review and prioritization processes.

5) Contributes to college project management methodology and college project management tools. Is an advocate for effective project management at the college and is a champion of project management practice.

6) Develops project charters in collaboration with project sponsors and business leads. Reviews deliverables in project charter and facilitates the creation of project deliverables. Identifies the need for resources outside of Columbus State (Equipment, software, subject matter expertise).

7) Works with project team to create work breakdown structures. Breaks deliverables down in to tasks and develops relationships/dependencies. Adequately estimates tasks and project timeline.

8) Facilitates risk identification, analyzes risks and prepares project risk register. Collaborates with project team to determine risk response plans.

9) Develops effective project governance structures to ensure project decisions are made effectively. Works with project core teams and steering committees to ensure consensus is achieved across the project. As conflict arises, the PM will manage it appropriately.

10) Tracks project budget and manages project expenses throughout the project's lifecycle.

11) Works with project teams to understand 'as is' business process and identifies gaps from current state to future desired state.

12) Leads testing/quality assurance efforts for assigned projects. Works with technical and business leads to develop integrated test plans to ensure product quality has been ensured prior to targeted 'go-live' or migration dates.

13) Identifies project issues that require resolution and manages issue tracking/reporting. Prioritizes issues and escalates effectively as needed. Assists with drafting key project decision documents and performs basic impact analysis.

14) Assists with developing project management templates for use at the college. Advocates for college-wide adoption and supports a PM culture that is congruent with the culture of the college.

15) Performs other related duties as required.

While performing the duties of this job, the employee regularly exhibits digital dexterity when entering data into computer. The employee frequently sits for extended periods of time and occasionally stands and walks. Employee converses verbally with others in person and by telephone. Vision demands include close, relatively detailed vision when focusing on a computer screen. Employee occasionally lifts items up to 10 pounds.

Working Conditions: Normal office working conditions.

Knowledge, Skills and Abilities: Knowledge of: industry standard program methodologies to direct and manage project development and implementation; project management, life cycle methodologies and public policy management; FERPA. Skill in: verbal and written communication; proficiency with presentations; planning, scheduling and organizing work; general typing; application of job software programs such as MS Project, Visio and Excel; and coordinating program functions. Ability to: plan, execute and close assigned projects according to strategic alignment and prioritization, in compliance with scope quality, schedule and budget; coordinate and monitor resource allocations including assignments of team members and third party contractors or consultants in order to deliver projects according to plan; coordinate multiple activities and tasks; exhibit flexibility in work schedule and job tasks; develop and maintain effective working relationships with associates, supervisors, job contacts and general public; collect data, establish facts and draw valid conclusions; maintain accurate and complete work records; organizing and problem solving.

Minimum Qualifications:

Bachelor's degree and at least four years of experience managing high level projects. State Motor Vehicle Operator's License or demonstrable ability to gain access to work site(s).

Preferred Qualifications: Preferred Qualifications : PMP Certification; Experience managing multiple concurrent projects; experience managing IT-centric projects; Experience in K-12 or higher ed.
