About Citrus College:

Celebrating over 100 years of service, Citrus College is located in Glendora in the foothills of the San Gabriel Mountains, approximately twenty-five miles northeast of metropolitan Los Angeles. The college has the distinction of being the oldest community college in Los Angeles County and the fifth oldest in the state.

Citrus College was founded in 1915 under the leadership of Dr. Floyd S. Hayden, who helped bring the community college movement to California. From 1915 to 1961, the college was operated by the Citrus Union High School District. In July 1961, the Citrus Community College District was created to include the Azusa and Glendora unified school districts. In 1967, the district expanded to include the Claremont, Duarte and Monrovia school districts.

Today, Citrus College occupies a 104-acre campus. The college is currently experiencing a major facilities expansion project that will change the look of the campus. The college enrolled 27 students in 1915 and currently the college serves more than 19,000 students annually. Classes are offered on a 16-week calendar (fall and spring semesters), as well as in a variety of non-traditional scheduling options -- winter intersession, evenings, summer sessions, and optional class formats, such as online education courses.

POSITION SUMMARY

Under the general direction of the Superintendent/President, the Protocol, Government and Community Relations Supervisor plans, develops, directs, and implements all aspects of the District's government relations to secure favorable legislative provisions, rules, and funding. Serves as the District's contact and liaison to elected officials, community college trustees, community agencies, business, and chamber of commerce leaders. Within the scope of protocol, coordinates external relations efforts and special projects for Board of Trustees and the Superintendent/President.

Essential Duties and Responsibilities:

- Analyzes, reports on, and responds to local, state, and federal legislation affecting Citrus College and community college education.

- Composes correspondence to legislators and other officials advocating policy positions on behalf of the Board of Trustees and the Superintendent/President.

- Analyzes pending legislation and policy issues and prepare written analyses.

- Prepares Board Highlights for each Board of Trustees meeting.

- Writes trustee communications, including guest columns, and reports to the community, annual report cover letters, and other trustee communications.

- Works with the Superintendent/President to coordinate special projects and events and develop protocols for procedures and communications.

- Plans and oversees special events related to government relations, such as education forums, Gold Line events and campus visits by legislators and state officials.

- Arranges and plans lobbying efforts on behalf of the Board of Trustees and the Superintendent/President.

- Establishes and maintains relationships with community college organizations and area community colleges to address common concerns.

- Acts as the District representative to Gold Line committees, meetings and events.

- Maintains positive working relationships with other departments on campus.

- Communicates District policy and administrative decisions to assigned personnel and students.

- Creates an atmosphere of collegiality and supports the goals of participatory governance.

- Supervises and evaluates assigned personnel.

- Resolves conflict.

- Performs other duties as assigned that support the overall objective of the position and the District's mission and philosophy.

Knowledge, Skills and Abilities:

- Knowledge of the state education code, the legislative process, and the groups advocating on behalf of community colleges.

- Thorough knowledge of policies, goals and objectives of the District and Board of Trustees.

- Knowledge of community college education in California.

- Knowledge of protocol appropriate for contracts with elected officials, trustees, community agencies, business and chambers of commerce.

- Knowledge of research methodology.

- Interpersonal skills necessary to relate to state and national legislators and their staff.

- Ability to perform all of the relevant duties of the position with only general direction.

- Ability to work effectively in a shared governance environment.

- Ability to provide customer support from a management level.

- Ability to provide customer service protocol with a customer service-oriented priority.

- Ability to effectively use a personal computer and a variety of job-related software applications.

- Ability to conduct long-range planning.
