 Director of Facilities Services

Salary: $91,000 - $94,000

General Function: 

Provide leadership and administration for the planning, developing, implementing, directing, and monitoring the operation, and maintenance of all on- and off-campus college facilities.

Minimum Qualifications:

Bachelor’s degree earned from a regionally accredited institution in engineering, facilities management, or related field and 10 years of facilities management experience including at least 5 years of supervisory, budget, and project management experience.

Or

Associate’s Degree earned from a regionally accredited institution in engineering, facilities management, or related field and 12 years of facilities management experience including at least 5 years of supervisory, budget, and project management experience.

Preferred Qualifications: 

Bachelor’s degree earned from a regionally accredited institution in engineering, facilities management, or related field and 10 years of facilities management experience including at least 5 years of supervisory, budget, and project management experience and 5 years of experience with Tennessee Board of Regents/State of Tennessee building/maintenance projects, work order systems, building automation system, Two or more years of experience with OSHA, TOSHA, EPA, and TDEC compliance

Major Duties and Responsibilities:

  • Provide leadership, direction, guidance, oversight, unit budget development, inventory management, purchasing management, strategic planning, and policy formation for the Facility Services unit; Recruit, train, evaluate, and support other members of the Facility Services team; Ensure compliance with all applicable federal, state, TBR, MSCC, THEC, or other applicable agencies statutes, rules, or policies.
  • Plan for, develop, implement, direct, and monitor the operation and maintenance of all on- and off-campus college facilities; Ensure that the interior and exterior appearance of all college-owned and leased facilities meet applicable standards; Respond to facilities emergencies as needed on a 24-hour basis; Act as an internal consultant to the College officers, deans, and department heads to provide advice on code compliance as related to physical facilities for all campus and instructional locations; Develop, compile, prepare, process and submit all required reports including recurring reports and special requests assigned by the EVPBF or President.
  • Provide management and direction for implementation and compliance of federal regulations including the Americans with Disabilities Act as related to facilities (ADA), life safety compliance, OSHA/TOSHA regulations, EPA standards, and right-to-know laws.
  • Responsible for developing, implementing, and administration of the computerized maintenance management system which controls work orders and includes routine, predictive, deferred, and preventive maintenance aspects.
  • Responsible for administration and oversight of operation of campus energy management system and acts as the Energy Manager for all MSCC facilities.  Support efficient use of energy resources through utilization of building automation systems and technology.  Responsible for updating the campus Emergency Preparedness Plan and the testing of all safety equipment.
  • Serve as Facilities Coordinator to the Tennessee Board of Regents Facilities Development Staff and represents the college in all matters pertaining to college facilities; college coordinator for capital outlay and capital maintenance construction projects; prepares the annual capital outlay and capital maintenance budget requests that are submitted to TBR facilities staff; coordinate and provide project management of all in-house construction/renovation projects.  Responsible for all fieldwork, liaison with contractors, construction inspections, and coordination of construction/construction-related activities for all Office of Facilities Development, Tennessee Board of Regents/State Building Commission initiated capital outlay and capital maintenance projects.
  • Develop and annually update year-out maintenance plans (i.e., vehicle replacement, painting of campus facilities, ADA plan, Access plan, etc.).  Responsible for coordinating the department’s environmental compliance and the environmental management of MSCC physical resources with the third-party Safety Coordinator. Responsible for compilation and updating of the Physical Facilities Inventory (PFI).
  • Act as liaison to College officials and consulting architects for campus Master Plan. Assist Facilities Planning in the development of long-range capital projects for campus facilities and building maintenance. Oversee all facilities maintenance, renovation and new construction projects.
  • Assist with review and updating of college policies; serve on various committees as assigned.
  • Effectively communicate complex facilities-related information and systems, such as engineering, architectural, mechanical, construction, building and fire codes, and sustainability to a wide audience with a commitment to audience understanding and transparency.
  • Other duties as assigned by Supervisor or President.

Knowledge, Skills and Abilities:

  • Ability to travel to all campus locations and college instructional sites
  • Ability to read and interpret blueprints, diagrams, & schematics.
  • Knowledge of and ability to use computer-aided design systems
  • Knowledge of HVAC, electrical, and plumbing systems and have a working knowledge of architectural and civil engineering concepts.
  • Knowledge of applicable compliance and federal/state/TBR regulations for Facilities.
  • Knowledge of occupational safety & health regulations.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Knowledge of standard and progressive construction and maintenance codes and standards.
  • Able to exercise good judgment in evaluating situations and making decisions.
  • Communicate effectively, both in writing and verbally, with fellow employees, college administrators, and other stakeholders
