Hiring Department: Controlled Space Enterprise

Hours: 40 hours per week, standard Monday- Friday 8:00am- 5:00pm

FLSA status: Exempt

Earliest Start Date: As soon as possible.

Salary: Commensurate with experience

A valid driver's license issued by the State where the applicant resides and insurability as defined in UTS 157 may be required to perform the position's essential functions.



Purpose of Position

The Research Director serves as an integral policy leader for the Controlled Space Enterprise, working with the Vice President of Research and the University Cabinet in shaping and executing The University of Texas at El Paso (UTEP) strategic research vision. The position is primarily responsible for overseeing and coordinating the research enterprise of the organization, supervising policy staff, leading quality control efforts, developing research reports on topics not covered by other members of the research team, and assisting organizational leadership in the development and execution of The University of Texas at El Paso (UTEP) research and advocacy agenda. Significant experience in Cooperative University/Government Research and overarching understanding of federal contracting and grant regulations and policies including financial research compliance.

Essential Functions

Provides support for security policy development and analysis for the Controlled Space Enterprise; coordinates development of UTEP's policy research agendas and work plans, working in conjunction with the Vice President of Research and Policy staff;

Assists, supports, and encourages others in identifying difficulties, prioritizing tasks, defining goals and producing positive results;

understands the political environment, management priorities, staff roles and responsibilities and grasps external factors impacting the organization;

Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain partnerships, leverage information, and achieve results;

Serves as a leading resource and liaison to local, state, tribal and national partner organizations;

Is effective both inside and outside the organization on both cool data and hot and controversial topics.;

May interface with external entities including law enforcement, intelligence and other government organizations and agencies;

Studies and implements federal security regulations that apply to University operations (32 CFR, NISPOM, DODM 525 Series, and intelligence Community Directives;

Identifies, organizes, facilitates and or sustains mutually beneficial partnerships and alliances with internal and external stakeholders;

Shares expertise and provides informal advice and developmental feedback;

Holds a clear vision of policy agenda and goals that is shared by leadership and staff; takes a leadership role in working with partner organizations around key policy issues, primarily but not limited to issues not covered by other policy staff members.

Works with UTEP leadership to identify new research and analysis opportunities and to further develop UTEP's policy agenda; Identifies when issues need to be shared and discussed with other members of policy team, leadership and/or external partners;

Reviews and edits all policy reports and fact sheets produced by policy staff, as well as other materials such as blogs, testimony and talking points as needed;

Prepares written documentation to transfer technical information about concepts, situations, products, services or results to diverse audience;

reviews all materials developed by policy staff to ensure methods and findings conform to UT Systems standards for qualitative and quantitative research,

Asking for changes or additional documentation from policy staff when needed under the control and jurisdiction of the U.T. System Administration or an institution of The University of Texas System.

Work is performed under the general supervision of the Vice President of Research. Supervision is usually available in person.

Work requires the ability to make frequent decisions of major significance.

Work is reviewed for completeness, accuracy and compliance with departmental policy and procedure.



Maintains a high degree of confidentiality on all sensitive information this position is privy to.



Reviews various agreements involving research to ensure agreements are compliant with University policy and federal and state regulations.



Knowledge of all Microsoft Office software and able to learn and use institutional software systems.



Complies with all State and University policies.



Other duties may be assigned.

Occasional traveling required.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Required Qualifications:

Education: Bachelor's Degree

and

Experience: Four years of related experience and/or training to the essential duties and responsibilities; or equivalent combination of education and experience.

Preferred Qualifications:

Master's Degree and experience in Sensitive Compartmented Information Facilities (SCIF)
