Job Summary

This Procurement Associate III (Capital Contracting Specialist) assists with the overall Capital Project contracting services for the Kentucky Community and Technical College System and its colleges and subdivisions; completes duties in compliance with KCTCS business procedures, Model Procurement Code (KRS 45A), and other Kentucky Revised Statutes applicable to capital project procurement (including Professional Services of Architect and Engineers); and assists Contacting Officer with complex capital project related procurement including selection committee processes and public bid openings. This position is also charged with preparing, finalizing, and executing contracts including KCTCS Master Agreements, Personal Service Contracts, Construction Contracts, and other Facilities related agreements; preparing, finalizing, and executing the contract renewals of KCTCS Master Agreements, Personal Service Contracts, Construction Contracts, and other Facilities related agreements; identifying and assisting with process improvements; processing POs from requisitions; other duties as assigned.

This is a defined-term contract position renewable each fiscal year and located in Versailles, KY.

KCTCS offers a hybrid work schedule with a requirement to be onsite a minimum of 3 days per work week. Hybrid work schedules are subject to periodic review and may be modified or terminated at any time.

Job Duties:

Assists with the overall capital project procurement contracting and contract management for the Kentucky Community and Technical College System and its colleges and subdivisions.

Fosters working relationships with consultants, vendors, and contractors through excellent customer service and communication.

Works to ensure contracts are prepared, reviewed by all stakeholders including leadership and General Counsel for approval, and properly executed.

Monitors compliance of contracting processes with KCTCS business procedures, Model Procurement Code (KRS 45A), and other Kentucky Revised Statutes applicable to construction procurement (including Professional Services of Architect and Engineers).

Assists with management of all capital and construction related contracts throughout the contract life including reviewing supplier performance reports and other performance data leading to contract renewal negotiations.

Processes purchase orders resulting from approved requisitions.

Provides excellent customer service and communication to KCTCS internal and external customers.

Helps administer training of capital project procurement topics across the system.

Assists in review and revisions of capital project procurement policies and procedures as needed.

Performs cross functional training and other duties as assigned.

Minimum Qualifications:

Associate's Degree in Business and four (4) years of relevant experience or equivalent. 

Preferred Qualifications:

Bachelor's Degree in Business and four (4) years of relevant experience or equivalent.

Additional Skills Requested:
