Reporting Relationships
Reports to:

Supervision Exercised: Functional and administrative supervision is exercised over the instructional, exempt and non-exempt staff.

 

Job Summary

 

Direct the planning, development and marketing of the grant funding under the Refugee & Immigrant Services. Maintain performance standards and report to funding agencies. This position directs a department comprised of multiple programs impacting large numbers of clients. In collaboration with direct reports, supervisor and other agency stakeholders, the program director sets and oversees the implementation of the department’s vision and the implementation of programs in a manner that promotes accountability and high degree of stewardship of organizational resources. Identifies objectives, manages human, financial, and physical resources. Accountable for formulating and administering policies and programs and fostering collaboration within the department and with other agencies and stakeholders.

 

Essential Duties and Responsibilities include the following. Related duties may be assigned.

 

1. Facilitate process to build and periodically review participatory vision for the department, in close collaboration with direct reports, program teams and other agency stakeholders. Set and monitor goals and objectives for the department in line with defined vision.

 

2. Build and maintain relationships with funders, other nonprofits, government agencies, colleges, social service organizations and other providers of services to refugees/clients.

 

3. Provide technical assistance to direct reports in developing and implementing program budgets, budget review, writing reports, budget amendments/modifications, contract renewal, and contract review.

 

4. Carry out program monitoring visits and periodic program reviews and provide structured feedback in a way that can improve project/program progress and outcomes and adherence to RVC and funder requirements.

 

5. Develop programmatic service delivery to the refugee and immigrant funding.

 

6. Oversee and monitor departments budgets and review expenditures for budgetary control.

 

7. Develop an effective and collaborative leadership team within RIS department.

 

8. Recruit, hire, interview, supervise and evaluate all program staff and volunteers.

 

9. Attend all necessary programmatic funder meetings at local, state and federal levels.

 

10. Write grant proposals for existing and new funding.

 

11. Maintain financial records and manage expenditures.

 

12. Consult with Human Resources regarding staffing wages, issues, plans, changes, needs, disciplinary issues, and work plans.

 

13. Consult with financial/accounting services regarding financial reports, vouchers, and other financial needs of the program.

 

14. Direct the marketing and communication of all citizenship workshops and youth events.

 

15. Act as a resource for agencies, schools, counsels, etc. for program information related to refugee and immigrant programming.

 

16. Advocate for continued funding and issues related to refugees, and immigrants.

 

17. Administer all grants within the department (RSS, NAI, IWC and IFRP).

 

18. Responsible for proposals, departments, budgets and performance summaries/standards.

 

19. Build and maintain relationships with funders, other nonprofits, government agencies, colleges, social service organizations and other providers of services to refugees/clients.

 

20. Collaborate with government and business leaders, as well as college staff.

 

21. Accept appropriate additional responsibilities as requested.

 

22. Regular attendance is expected.

 

23. Using tact and courtesy, the ability to establish and maintain effective relationships with persons contacted in the course of work.

 

Qualifications

Minimum Qualifications

 

· Bachelor's degree in sociology, psychology, human services, education, business administration or any other related field; master's degree preferred.

 

· Experience working with Refugee Programming, Citizenship, Immigration Law and INS applications, minimum four (4) years desired/preferred.

 

· Supervision experience desired/preferred.

 

· Bilingual proficiency is desired/preferred.

 

· Grant Proposal writing experience is desired/preferred.

 

· Partially/Fully Accredited Rep of Department of Justice desired/preferred.

 

Work Environment
While performing the duties of this job, the employee will be required to travel to community events and partner locations and will regularly work in an office setting.
