Reporting to the Vice Chancellor for Health, Wellbeing & Safety (HWS), the Executive Director for Holistic Health Operations plays a critical role in ensuring the achievement of the mission of UCR's health and well-being services while providing strategic and operational leadership. The incumbent in this role leads the establishment of the goals and objectives for Student Health Services, Mental Health Services and Initiatives, and the Health Education and Promotion Department [The Well].

The Executive Director analyzes and evaluates service delivery in relation to changing student needs, cultural diversity, market forces, public health concerns, technology requirements, accreditation, licensing, and funding. They will also monitor service utilization and financial costs to ensure the viability and success of the university insurance plan at the campus level. This role will lead key senior leaders in designing the most cost-effective use of space for service delivery, effectively projecting for sustained and continuous growth. Additionally, they will inform the Vice Chancellor of issues of managerial or political significance. This includes comprehensive outpatient medical and mental health services, student health insurance, campus mental health outreach and consultation services, health education programs, and engagement of campus/community partners.

The full salary range for the Executive Director of Holistic Health Services is $123,000 - $241,400 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

Educational Requirements

Degree Requirement

  • Bachelor's degree in related area and/or equivalent experience/training.- Required

  • Previous supervisory/managerial experience. - Preferred
  • 3 - 5 years of experience in an Executive or Senior Leadership role, preferably in a university setting. - Preferred

Minimum Requirements

  • Thorough knowledge of clinical operations. Thorough knowledge associated with managing multiple medical care units and establishing operational efficiencies. Thorough knowledge of health care delivery systems. Thorough knowledge of campus policies, programs and initiatives relating to Health Care services provided to students, faculty and staff.
  • Thorough knowledge of budget/fiscal related processes.
  • Thorough knowledge of HR-related policies and procedures. Knowledge of union contracts and preparation of contract negotiations, in consultation with Human Resources.
  • Excellent skills in providing and managing the delivery of medical care services to a diverse client population. Excellent written and verbal communication skills to communicate effectively with students, faculty and staff at all levels in the organization, business partners and the medical community.
  • Must be able to plan and implement new and revised programs.
  • Must have project management and organizational leadership skills.
  • Must be able to collaborate with medical staff members and others across campus, both internal and external, at all levels in the organization on matters of significance.
  • Excellent skills needed to interact effectively with outside contact of significance. Excellent decision-making, analytical, problem solving and critical thinking skills.
  • Position must be able to establish priorities, goals and objectives and timelines for achievement of goals.
  • Must be computer literate.
  • Position must be able to manage fiscal and HR resources.

Key Responsibilities

  • Provides management and oversight to clinical operations administrative teams.
  • Establishes long range planning and annual unit goals for clinics and ancillary services. Provides leadership to staff by regularly evaluating, analyzing, and advocating for staff needs. Develops performance expectations in collaboration with the Vice Chancellor and Senior Leaders and Managers.
  • Acts as strategic partner; prepares budget forecasts, monitors expenditures, makes recommendations and implements decisions on operational and resource issues (HR, resources, funding or space) that have department-wide impact. Prepares guidelines contributing to improved clinical performance and patient care standards.
  • In collaboration with the Administrative Services and Strategic Executive Team’s (ASSET) Senior Director of Financial & Business Operations, makes recommendations for services, rate structures, organizational structures, and operational efficiency for SHS, CAPS, and The Well.
  • Oversees the overall operational management and administration of several HWS units. Provides oversight to the services, programs, and resources within Student Health Services (SHS), Counseling & Psychological Services (CAPS), and The Well, by formulating and implementing policies and procedures to pursue institutional and organizational goals, and leads a variety of administrative, and strategic planning and liaison functions regarding programs, budget and policy.
  • Oversees analysis and policy development for issues and processes.
  • In collaboration with the Chief Medical Officer, is responsible for and maintains oversight of compliance efforts, related to policies, procedures and practices within the division. continually assesses SAO operations, policies, and procedures for alignment and adherence with Federal, State, and UC/UCR policies and provides recommendations to mitigate risk, recommend and implement corrective measures, design or update internal policies, monitor and evaluate internal control environment and examine its adequacy, efficiency, and effectiveness and assessing the efficacy of the controls. Consult, oversee, and assist in training efforts for division staff related to compliance efforts. Interface with Vice Chancellor on policy, policy interpretation and implementation, and other compliance matters.
  • Develops performance expectations with Senior Leaders and Managers, advocates for merit increases and/or promotions and ensures discipline, fair treatment and conflict resolution for personnel in accordance with University Policies.
  • Provides required operational reports to the Chancellor, the Vice Chancellor, University of California Office of the President (UCOP), Regents of University of California, and other local, state and federal agencies.
